About the Project

The Town of Woodside is excited to launch an update to the Town Center Area Plan. The current Town Center Area Plan is contained within the Town’s General Plan. The updated Plan will be a standalone document, containing policies, standards, and guidelines for land uses, future development, placemaking, circulation, parking, open space, utilities, and other key topics.

This planning effort builds on the Town Center’s historic roots and character while exploring ideas for new housing opportunities and walkable spaces, improved parking and circulation (for vehicles, pedestrians, equestrians, and bicycles), and enhanced urban design and public amenities. The update supports the implementation of Woodside’s Housing Element, which calls for updating the Town Center Area Plan and determining whether areas within the Town Center could accommodate new housing. Additionally, the updated plan will identify desired and appropriate land uses and transportation facilities that best serve the Woodside community.

Town Center Area Plan Boundary

The current Area Plan Boundary is shown above. The updated Area Plan Boundary was discussed and confirmed with the Town Council on June 10, 2025 (but could be modified at a later date at Council's discretion).

Project Schedule

The project began in Spring 2025 and is anticipated to be completed by the end of 2026. The project includes four phases:

  • Phase 1: Project Initiation and Issues & Opportunities, April – July 2025
  • Phase 2: Town Center Vision, July – December 2025
  • Phase 3: Draft Town Center Plan and EIR Development, December 2025 – September 2026
  • Phase 4: Review and Adoption, August – December 2026

Community Advisory Committee

A first step in the TCAP update process was the formation of Community Advisory Committee (CAC) to ensure that the TCAP represents the viewpoints of the community. The CAC will serve in an advisory capacity throughout the TCAP process, providing input and guidance on key planning topics, including land use, circulation and parking, safe routes to school, economic development, design character, and community engagement strategies. The CAC will meet at least four times during the planning process to ensure that their insights and recommendations are represented. 

The Town Council finalized appointments to the CAC at its July 8, 2025, Regular Meeting. The CAC includes representatives from several Town volunteer committees, property owners, and residents, including:

Community Engagement

The Town will look to residents, property owners, and business owners for ideas about new housing opportunities and walkable spaces, improved parking and circulation (for vehicles, pedestrians, and bicycles), and enhanced urban design and public amenities that will keep Woodside’s center vibrant and welcoming for years to come. 

The community engagement process will include multiple public meetings, online feedback opportunities, and other in-person events designed to gather local input and shape a shared vision for the Town Center:
