Public Comments for Draft 4 Housing Element HCD Review Letter of Draft 3/Draft 4 Housing Elements

The draft Housing Element and Appendices for the Town of Woodside were transmitted to the California Department of Housing and Community Development (HCD) on July 17, 2022 (Draft 1). Review the Draft 1 submittal to HCD.

On October 14, 2022, HCD provided written comments on the Draft 1 Housing Element to be addressed by the Town.

The Town Council received public input and discussed the comments from HCD at the Town Council meetings of December 13, 2022, January 10, 2023, and January 31, 2023. On January 31, 2023, the Town Council provided direction to Town staff to revise the draft Housing Element in response to HCD's comments and submit Draft 2 for HCD review. On March 15, 2023, the Town submitted Draft 2 Housing Element, along with public comments, to HCD for review after a seven-day public comment period. Review the Draft 2 submittal to HCD.

On May 12, 2023, HCD provided written comments on the Draft 2 Housing Element to be addressed by the Town.

After receipt of the May 12, 2023, comments, Town staff met with HCD staff on several occasions, in addition to receiving informal comments from HCD staff for the Town to address. The Matrix created by HCD on January 11, 2024, outlined comments that needed to be addressed in the Draft 3 Housing Element.

The Draft 3 Housing Element was submitted to HCD on March 15, 2024. On April 9, 2024, HCD provided preliminary mid review comments that required additional revisions to the Housing Element. On April 17, 2024, Town staff met with HCD staff to review the comments and determine the revisions necessary to create a Housing Element that can be certified by HCD. The Matrix attached in the Related Documents below includes the remaining comments from HCD highlighted in yellow and red with Town responses in the righthand column.

Prior to submittal of the Draft 4 Housing Element to HCD (see Related Documents below), the Town posted the Response to HCD Comments Matrix, a complete Draft 4 Housing Element including appendices for a 7-day public comment period between May 3, 2024, and May 9, 2024. All received comments during the 7-day public comment period are attached in the Related Documents below. On May 10, 202, the Draft 4 Housing Element and public comments were submitted to HCD.

On May 14, 2024, the Town received final comments from HCD on Draft 3 and Draft 4 of the Housing Element.
