Draft 3 Housing Element for Housing & Community Development (HCD) Review: Public Comment Period through March 13, 2024

The draft Housing Element and Appendices for the Town of Woodside were transmitted to the California Department of Housing and Community Development (HCD) on July 17, 2022 (Draft 1). Review the Draft 1 submittal to HCD.

On October 14, 2022, HCD provided written comments on the Draft 1 Housing Element to be addressed by the Town.

The Town Council received public input and discussed the comments from HCD at the Town Council meetings of December 13, 2022, January 10, 2023, and January 31, 2023. On January 31, 2023, the Town Council provided direction to Town staff to revise the draft Housing Element in response to HCD's comments and submit Draft 2 for HCD review.  On March 15, 2023, the Town submitted Draft 2 Housing Element, along with public comments, to HCD for review after a seven-day public comment period.  Review the Draft 2 submittal to HCD.

On May 12, 2023, HCD provided written comments on the Draft 2 Housing Element to be addressed by the Town (see related documents below).   

Since receipt of the May 12, 2023, comments, Town staff has met with HCD staff on several occasions, in addition to receiving informal comments from HCD staff for the Town to address.  The latest Matrix created by HCD on January 11, 2024, outlining the remaining comments that need to be addressed in the Draft 3 Housing Element is included in the related documents below with summary response from Town staff outlining how each of the comments have been addressed.

Prior to submittal of the Draft 3 Housing Element to HCD, the Town has posted the Response to HCD Comments Matrix, Draft 3 Housing Element including appendices for a 7-day public comment period between March 7, 2024, and March 13, 2024. Any comments during this 7-day public comment period may be submitted to Town Hall, located at 2955 Woodside Road, Woodside, CA, 94062; or, may be emailed to the Planning Director, Sage Schaan.

At the end of the 7-day public comment period, the Draft 3 Housing Element, and any comments received during the 7-day comment period, will be submitted to HCD for review.
