Town Manager's Note

One of the truisms that I have learned in my over 25 years working for local government is that people are wary of change.  Many of us have moved into a community at a particular moment in time when we feel it is an ideal setting to plant roots, enroll our kids in school, and engage with our neighbors and community.  In short – it’s perfect.  Inevitably, though, our neighborhoods and communities change.

In my office is an original piece of calligraphy written by mother-in-law, a native of Hiroshima, Japan.  She wrote this specifically for my office as a gift when I was appointed Town Manager.  The phrase written is “On Ko Chi Shin” which can be translated as “developing new ideas based on study of the past.”  Deliberate or not, this phrase is ideal for Woodside.

In the upcoming weeks, we will be celebrating the completion of two projects which I feel embody On Ko Chi Shin.  While neither project was universally supported, I believe both projects reflect the Town’s approach to managing change.  Both the Glens Path and the new Fire Station 7 took design clues from the Town’s rural and historic character and created something new that will serve the community for decades to come.  I believe one of the tests of a successful improvement in Woodside is how quickly the improvement blends in with the neighborhood.  I argue that the Glens Path already passes this test, and Station 7 will do so soon.

As the Town continues to absorb and manage change in the coming years, we can anticipate that there will be resistance because change threatens the delicate balance we perceive to have been achieved. However, as long as we approach change with On Ko Chi Shin in mind, we will maintain the essence of Woodside.

Town’s Defensible Space and Home Hardening Matching Fund

The Town of Woodside is committed to reducing the threat of wildfire in our community. In support of this effort, the Town Council has established the Defensible Space and Home Hardening Matching Fund Program. For approved projects, the Town will reimburse you 50% of the cost of creating defensible space and/or home hardening, up to a maximum of $3,000.

WFPD Chipper Program

WFPD offers a neighborhood Chipper Program in conjunction with the Town of Woodside and the Town of Portola Valley. The Chipper Program is a fuel reduction program to help decrease our community threat from wildfire. The program's goal is to assist residents in maintaining defensible space around their homes. The WFPD Chipper Program runs from May through November. Please check the Woodside Fire Protection District's website for your scheduled chipping date.

A few reminders from WFPD:

  • Try to complete your defensible space mitigation work prior to your chipper date so you take advantage of the free chipping program.
  • Piles should not be placed out more than 2 weeks in advance (as this creates a fire hazard).
  • Chips will be chipped back on-site, and it is the homeowner's responsibility to pull back chips and spread or remove them (take advantage of your yard waste bins).

George Offen Posthumously Honored with Environmental Champion Award

Historically, the Town of Woodside has honored Woodside residents who have made significant contributions to preserving and enhancing the town's rural environment, its native flora and fauna, and/or its creeks through the Environmental Champion Award. This year, the Environment & Open Space Committee is honoring the late George Offen for his dedication to the environment of Woodside and beyond.

George's story is as inspiring as it is thought provoking. Born from parents who escaped Nazi Germany, George spent the early years of his childhood navigating the underground bomb shelters of London. After immigrating to the US, George and his family settled in San Francisco. George went on to attend Stanford, where he earned his degree in mechanical engineering, and then obtained his master’s degree from MIT, and then his Ph.D. from Stanford.

George’s career ranged from being a mechanical engineer, to briefly teaching at Santa Clara University. He eventually joined Acurex, a contract research engineering firm, and then took a position at the Electrical Power and Research Institute in Palo Alto. Here, George focused on resolving pollution issues emitted from combustion in coal-fueled power plants. Through his work, he made many contributions to emission reduction of heavy metals and CO2. He founded the Water Research Institute, which addressed water pollution.

The Environmental Champion Award is one of many well-deserved awards given for George’s work. He earned three Chauncy awards for his work at the Electrical Power Research Institute, and then received the EPRI’s Lifetime Achievement award. In 2014, George was awarded the Richard C. Scherr Award of Industrial Environmental Excellence.

George continued to work part-time on environmental issues after his retirement. His passion for the wellbeing of the environment led to his serving on Woodside’s Conservation & Environmental Health Committee. George was also a life member of the Sierra Club.

George had resided in Woodside since 1968. He enjoyed hiking and running on our local trails and exploring Woodside's boastful parks, particularly Huddart Park. In addition to his environmental work, George served 12 years on the Board of Trustees of Woodside Elementary School.

George's life and work can serve as an example to all of us. Coming from such extreme circumstances in Europe to leading a life full of accomplishment with a dedication to something larger than himself.

Staff Spotlight - Assistant to the Town Manager Melissa Cardinale Acting at Interim Town Clerk

The Town’s Assistant to the Town Manager, Melissa Cardinale, is acting as Interim Town Clerk while Jen Li is on extended leave. We wanted to take this opportunity to let the community know about the temporary staffing adjustment and to get better acquainted with Melissa!

How long have you been working for the Town of Woodside and what is your role?

I have been with the Town for just over two and a half years. I started in 2021 as the Interim Town Clerk and transitioned into the role of Assistant to the Town Manager in March 2022. My role as Assistant to the Town Manager includes assisting residents with the Defensible Space and Home Hardening Matching Fund Program, overseeing the Citizen Advisory Committees on administrative tasks, and working with the Town Manager on items to be brought forward to the Town Council. As I step back into the position of Interim Town Clerk, I will be working with the Town Council during their public meetings and will serve as the local Elections Official for November’s election.

Tell us a little about your experience before joining the Town of Woodside?

Before joining the Town of Woodside, I was a paralegal and office manager for over 25 years for a small law firm in San Carlos. While I do miss my legal research days, I am able to utilize many of those skills here at the Town.

What do you like most about working in Woodside?

Woodside is a special place to work. I enjoy interacting with the residents and volunteers. The community here is strong, and I had a lot of fun playing softball last summer with many residents of the town.

What do you like to do when you’re not working?

When I am not working, I spend time traveling with my teenage daughter who plays volleyball, and our family loves going camping, even for short weekend trips. I enjoy curling up in a camp chair with a good book! Our family also enjoys cruising the open seas throughout the world.

Anything else you would like to say or would like folks to know about you?

I am lucky to be able to work in the area where I grew up. I was born and raised in San Mateo County, and currently live in the area with my husband, daughter, one dog and one cat!

2024 Heritage Tree Award Winners

Photo of Heritage Tree

The Heritage Tree Award was established to recognize and celebrate significant trees that embody Woodside’s history, ecosystem, and cultural identity. These ancient giants offer not just beauty and shade but are foundational to preserving biodiversity and maintaining the ecological balance upon which life depends.

The care and protection provided to these trees has not only preserved a piece of our local heritage but has also contributed to climate regulation and ecosystem stability. Their preservation ensures that these natural monuments can be enjoyed by future generations, fostering a deeper connection with our environment and community.

The Woodside Environment and Open Space Committee celebrates heritage trees and the people who have demonstrated exceptional dedication to preserving significant trees by bestowing this award.

This year we celebrate award winners throughout Woodside:

  • On Olive Hill Road in central Woodside, a 118” in circumference Coastal Live Oak that is hundreds of years old and is being joyfully preserved by Andrew and Nicole Sheehan has been recognized with an award.
  • On Northridge Lane, in Woodside Hills a multi hundred-year-old Coastal Live Oak of 142” in circumference received the award.  Patricia and Charley Zhang, the owners, are carefully preserving and creating a home around this exceptional tree.
  • In the Western hills of Woodside, Linda Carley Rosen’s tree, a magnificent 360” in circumference Sequoia Sempervirens that has been dutifully cared for has been recognized.
  • On Mountain Home Road, in central Woodside, Meredith Wiedeman and Kevin Slemp’s tree, a 248” in circumference Valley Oak that is 55 feet tall has been awarded.  An oak tree specialist believes this tree was once used as a granary by the Ohlone.
  • In Woodside’s Western hills, a 115” in circumference White Valley Oak that is at least 180 years old has been protected and cared for by Kathy and Bob Burke and received an award.

Visit the Town's website to submit a Heritage Tree Award Nomination.
